Nitish Kumar Announces Rajya Sabha Bid, Sparks Speculation Over Bihar’s Next Chief Minister

Bihar Chief Minister Nitish Kumar, 75, on Thursday announced that he will contest the upcoming Rajya Sabha elections as a nominee of Janata Dal (United). His decision has triggered intense speculation about who might succeed him as Bihar’s chief minister, just months after the National Democratic Alliance (NDA) returned to power in the state.

In a post on X (formerly Twitter), Kumar thanked the people of Bihar for placing their trust in him for more than two decades. He said their support enabled him to serve the state with dedication and helped Bihar move forward with “a new dimension of development and dignity.”

Kumar noted that throughout his political career he had wished to serve in both Houses of Parliament, in addition to being a member of the state legislature. “In that sequence, I now wish to become a member of the Rajya Sabha in the upcoming election,” he said.

Despite the move, Kumar assured the people of Bihar that his relationship with them would remain unchanged. He said he would continue contributing to the goal of building a developed Bihar and would offer guidance and full cooperation to the new government once it takes charge.

A central figure in Bihar’s politics for nearly two decades, Kumar’s possible shift to New Delhi could reshape the ruling NDA’s dynamics in the state.

According to political observers, Kumar is expected to step down as chief minister only after completing the nomination process, winning the Rajya Sabha election and taking oath as a member of Parliament. The Bharatiya Janata Party (BJP) is widely expected to claim the chief minister’s post once the transition takes place.

Although the BJP has been the stronger partner in the alliance in terms of organisational strength and electoral performance, the chief minister’s post has remained with Kumar for years. With his potential move to Parliament, BJP leaders have reportedly begun internal consultations and political assessments for a post-Nitish scenario.

The party leadership is expected to weigh several factors while choosing the next chief minister, including seniority, caste representation, coalition stability and the broader political message it wants to convey.

Caste equations remain a decisive element in Bihar’s politics. Extremely Backward Classes (EBCs) are considered one of the most influential social groups in the state and have traditionally supported the NDA. Analysts believe the next chief minister could come from a background that reassures this important voter base and helps maintain the coalition’s social balance.

Women voters are also expected to play a crucial role in the decision. In the 2025 state election, women’s participation increased significantly, and welfare programmes aimed at them were credited with strengthening support for the NDA. Networks of women associated with self-help groups, popularly known as “Jeevika didis,” emerged as a key pillar of the alliance’s electoral success.

Political analysts say the BJP will likely consider both caste arithmetic and women voters’ expectations while selecting its chief ministerial candidate. While the BJP may lead the government, it will also need to ensure that its allies remain comfortable with the arrangement. The JD(U) is expected to continue as an important partner in the NDA and retain influence among several communities.

Patna-based political observer Kaushalendra Priyadarshi suggested that a possible formula could involve the BJP taking the chief minister’s post while JD(U) retains key positions, including the deputy chief minister’s role.

“Such an arrangement would help maintain stability within the alliance at a time when leadership transition could otherwise create uncertainty,” he said. He also noted that the Rashtriya Janata Dal, led by Tejashwi Yadav, may attempt to capitalise on any dissatisfaction within the NDA if the leadership change leads to friction among allies.

Another political analyst, Dhirendra Kumar, said Kumar’s potential move to the Rajya Sabha could mark the beginning of a new phase in Bihar politics.

“For years, the state’s political equations revolved around Nitish Kumar’s leadership and his ability to manage shifting alliances. If he takes on a national role, Bihar could enter a post-Nitish phase where the BJP tries to establish its own leadership while keeping the NDA coalition intact,” he said.
